Gastellum emailed George B. Hartzog Jr. in concern about the proposed fee system on Sept 26, 1969. In a letter, he requested that the agency continue to examine the proposal. The resulting discussion lasted until March 1970, at which point a congressional directive was issued to make fees effective.
